*CACFP Meal Reimbursement during Novel Coronavirus (COVID-19) Public Health Emergency 

The Illinois Department on Aging has been authorized to approve waivers for all USDA Food Nutrition Services (FNS) Child and Adult Care Food Program (CACFP) providers operating during the Adult Day Service (ADS) closure due to the novel coronavirus (COVID-19). This allows CACFP ADS provider organizations to be reimbursed for meal/supplement food services in a non-congregate setting; provide meals/supplements outside of the normal service hours; allows Adult Meal Pattern Flexibility substitution(s) when food products become unavailable; and the delivery or authorized representative pick-up of meals/supplements to be served in a non-congregate setting.

USDA/FNS is authorizing the CACFP program COVID-19 CNR Nationwide Waiver Extensions (cited below) to allow the CACFP program operators continued flexibilities during suspension of congregate ADS services, State Mandated maximum occupancy restrictions, or until 30 days after the end of the Public Health Emergency, which was declared on January 21, 2020, by the United States Department of Health and Human Services.

The links provided below are the most current COVID-19 CNR Nationwide Waiver Extensions released April 20, 2021.  The applicable Nationwide Waiver Extensions are authorized for extended usage from July 1, 2021 – June 30, 2022.

All waivers cited above remain in effect per the extension of the applicable waiver or until expiration of the Federally declared public health emergency, whichever is earliest.

The Child and Adult Care Food Program (CACFP)

is a federal nutrition education and meal reimbursement program.  CACFP partially reimburses participating agencies providing healthy meals and snacks at Adult Day Service Centers under the Community Care Program.

This program is administered at the federal level by the Food and Nutrition Service of the U.S. Department of Agriculture.  At the Department, this program is administered by the Bureau of Community Operations in the Division of Home and Community Services.  The Department monitors this program, approves Adult Day Service Centers under the Community Care Program to operate in the CACFP at the local level, handles claims reimbursement, provides training, offers technical assistance and resource materials to ensure successful participation in this program, and conducts on-site program reviews.  This funding from the federal government supports and further enhances Illinois’ commitment to promoting the health and well-being of older adults.

If you are an Adult Day Service (ADS) Organization with an active Community Care Program contract in Illinois, you are eligible to apply for the Child and Adult Food Program (CACFP) at any time during the year. The CACFP program reimburses funding for serving healthy meals and snacks to adults.  Public or private non-profit ADS facilities in Illinois which provide structured, comprehensive services to non-residential adults who are functionally impaired, or aged 60 and older, may participate in CACFP as an independent or sponsored organization.  All participating ADS organizations must reapply annually and remain in good status.
