Multi-Sector Plan for Aging

Building on the grassroots advocacy of the Illinois Aging Together Coalition, Governor Pritzker issued Executive Order 2024-02 in August 2024 to begin the development process for a Multi-Sector Plan for Aging (MPA)​. The MPA is a 10-year blueprint to support healthy aging in Illinois communities, while also addressing issues related to healthcare, housing, transportation, and other social determinants of health. 

The Executive Order establishes:
 
  • A Chief Planning Officer within IDoA
  • A Community Advisory Council consisting of diverse members appointed by the Governor
  • A Task Force of more than a dozen state government agencies
  • A research partner to support the Chief, Advisory Council and Task Force

These entities will work together to complete and submit the MPA to the Governor and General Assembly by December 31, 2025, and an implementation status report by December 31, 2026.

Illinois joins 15 other states that are implementing or are authorized to develop an MPA.

Michelle Hoersch, Chief Planning Officer
The Illinois Department on Aging (IDoA) has selected Michelle Hoersch to serve as the agency’s Chief Planning Officer (CPO), leading the development and implementation of the multi-year Multi-Sector Plan for Aging (MPA). Since late 2024, Serena Worthington of RRF Foundation for Aging served as the interim MPA Ambassador, spearheading the initial planning phases and working with the Inter-Agency Task Force as well as the Community Advisory Council, which is co-chaired by Mary O’Donnell, President and CEO of RRF Foundation for Aging, until IDoA could identify and hire a full-time CPO and Community Advisory Council co-chair.
